In addition to the works already suggested (especially Walkowitz's books, Gorham's VS article, and Stead's "Maiden Tribute," July 6-8, 10, 1885, PALL MALL GAZETTE) I'd suggest the following sources on the "white slavery" debate in England.

PRIMARY

Bell, Ernest A. FIGHTING THE TRAFFIC IN YOUNG GIRLS or WAR ON THE WHITE SLAVE TRADE. New York: Gordon Press, 1975, rpt. 1910. This is mostly about America, but there is a chapter by Lucy Hall about the movement in London after the passage of the Criminal Law Amendment Act and the formation of the National Vigilance Association, and a chapter by William Coote, secretary of the NVA.

Charrington, Frederick N. THE BATTLE OF THE MUSIC HALLS. London, 1885.

Fawcett, Millicent Garrett. "Speech or Silence." CONTEMPORARY REVIEW 48 (Sept 1885): 326-331.

There are many, many articles on this subject in the PALL MALL GAZETTE in addition to the "Maiden Tribute" articles. Be sure to take a look at "The Hyde Park Demonstration, Saturday, Aug 22, 1885," PMG (24 Aug. 1885, Special morning edition): 1-16 and "Protection of Girls' National Conference, St. James' Hall, Aug. 21, 1885," PMG (22 Aug. 1885, special morning edition): 1-16.

SECONDARY

Bristow, Edward J. VICE AND VIGILANCE: PURITY MOVEMENTS IN BRITAIN SINCE 1700. Dublin, 1977.

Mennell, James E. "The Politics of Frustration: 'The Maiden Tribute of Modern Babylyon' and the Morality Movement of 1885." NORTH DAKOTA QUARTERLY 49 (Winter 1981): 68-80.

Mort, Frank. DANGEROUS SEXUALITIES: MEDICO-MORAL POLITICS IN ENGLAND SINCE 1830. London, 1987.

Pearsall, Ronald. WORM IN THE BUD. London, 1976.

Pearson, Michael. THE AGE OF CONSENT. Newton Abbot, 1972.

Petrie, Glen. A SINGULAR INIQUITY: THE CAMPAIGNS OF JOSEPHINE BUTLER. NY, 1971.

Terrot, Charles. THE MAIDEN TRIBUTE: A STUDY OF THE WHITE SLAVE TRAFFIC OF THE NINETEENTH CENTURY. London, Frederick Muller Ltd., 1954.

For more detailed studies of Stead and contemporary journalism, see the several articles by Joseph O. Baylen: "The 'New Journalism' in Late Victorian Britain, THE AUSTRALIAN JOURNAL OF POLITICS AND HISTORY 18 (Dec. 1972); "Politics and the "New Journalism,'" VICTORIAN PERIODICALS REVIEW 20/4 (Winter 1987); "A Victorian's 'Crusade' in Chicago," JOURNAL OF AMERICAN HISTORY (1964); "W.T. Stead and the Boer Wars," CANADIAN HISTORICAL REVIEW (1959); "W. T. Stead as Publisher and editor of the REVIEW OF REVIEWS," VICTORIAN PERIODICALS NEWSLETTER 12 (1979). The histories of the PALL MALL by Robertson Scott and early biographies of Stead by Frederic Whyte and Stead's daughter, Estelle Stead, are also interesting.
